The practical difference between HEVC and H.264 shows up most clearly in your data usage, not in a spec sheet. To hold the same visible quality, HEVC typically needs roughly 40-50% less bitrate than H.264. That means a stream that looks the same on screen can pull noticeably less data per hour, which matters most if you're watching over a capped connection, a mobile hotspot, or a shared household network where several devices are streaming at once.
This is also why HEVC becomes more valuable as resolution goes up. At standard definition the gap is barely noticeable, but at 4K the file sizes involved are large enough that a more efficient codec meaningfully reduces buffering risk on slower connections. If your internet plan has a data cap or your Wi-Fi struggles during peak hours, the codec your stream uses can matter as much as your actual download speed.
If HEVC is more efficient, it's fair to ask why every IPTV stream isn't encoded that way already. The answer comes down to cost and reach rather than quality. HEVC encoding takes significantly more processing power on the server side, and HEVC decoding requires either newer hardware or licensed software support on the viewer's device. H.264 hardware decoders are nearly universal at this point, built into almost every TV, phone, and streaming box sold in the last decade, which makes it the safer default when a service wants a stream to play reliably across the widest possible range of hardware.
There's also a licensing angle: HEVC carries more complex patent royalty terms than H.264, which has historically made some software and device makers slower to adopt full HEVC support. So a mixed approach, where lower resolutions run H.264 and higher resolutions offer HEVC where supported, is common rather than a sign of inconsistency.
In day-to-day viewing, the codec itself is invisible. You don't see "HEVC" or "H.264" labeled on screen. What you notice instead are its side effects: how quickly a channel loads, whether motion in fast scenes like sports stays clean or shows compression artifacts, and how often the picture has to step down in quality when your connection dips. A well-implemented H.264 stream at a healthy bitrate can look better than a poorly configured HEVC stream squeezed too thin, so bitrate and network conditions often matter more than which codec is technically in use.

It's easy to assume HEVC and 4K are the same conversation, but they're separate things. HEVC is a compression method; 4K is a resolution. You can encode a 1080p or even 720p stream in HEVC, and you can technically encode 4K in H.264, though it would require a very high bitrate to look decent.
